The saying of Allah, the Exalted and Majestic: "There is no blame upon the weak, nor upon the sick, nor upon those who do not find what to spend, if they are sincere to Allah and His Messenger. There is no blame upon the good-doers. And Allah is Forgiving and Merciful." "And there is no blame upon those who, when they come to you to carry them, you say, 'I do not find what to carry you on,' they turn away while their eyes overflow with tears, grieving that they do not find what to spend." (p-384) Allah, the Exalted, says: There is no sin upon the people of valid excuses due to weakness of bodies, or sickness, or disability, or lack of means. And 'haraj' means sin. His saying: "if they are sincere" means: with their intentions and words, secretly and openly. Abu Haywah read: "They were sincere to Allah and His Messenger" without the 'lam' and with the 'ha' in the accusative form as written. His saying, blessed and exalted is He: "There is no blame upon the good-doers," refers to a blame that is attached to them or a sin or punishment. Then He affirmed hope with His saying: "And Allah is Forgiving and Merciful." Ibn Abbas, may Allah be pleased with them, read: "And Allah is Forgiving and Merciful to the people of wrongdoing." Qadi Abu Muhammad, may Allah have mercy on him, said: This is more similar in interpretation than it is in recitation, due to its difference from the Mushaf. There is a difference regarding who is meant by His saying, glorified is He: "those who do not find what to spend." A group said: It was revealed concerning Banu Muqarrin. Qadi Abu Muhammad, may Allah have mercy on him, said: Banu Muqarrin are six brothers who accompanied the Prophet, blessings and peace be upon him, and there are no six brothers among the Companions other than them. It is said that they were seven. It is also said that it was revealed concerning Abdullah ibn Mughaffal al-Muzani, as stated by Ibn Abbas, may Allah be pleased with them. His saying, the Exalted, "And there is no blame upon those who, when they come to you," there is a difference regarding who this verse was revealed about. (p-385) It is said: It was revealed concerning Irbad ibn Sariya. It is said: It was revealed concerning Abdullah ibn Mughaffal. It is said: It was revealed concerning A'id ibn Amr. It is said: It was revealed concerning Abu Musa al-Ash'ari and his group. It is said: It was revealed concerning Banu Muqarrin, and this is the view of the majority of the interpreters. It is said: It was revealed concerning seven individuals from different tribes, and they are the weepers: Salim ibn Umayr from Banu Amr ibn Awf, Harami ibn Amr from Banu Waqif, Abu Layla Abdul Rahman from Banu Mazin ibn Najjar, Sulaiman ibn Sakhr from Banu al-Mu'alla, Abu Ra'ilah Abdul Rahman ibn Zayd from Banu Harithah, who donated his honor and Allah accepted from him, and Amr ibn Ghanamah from Banu Salamah, and A'id ibn Amr al-Muzani. It is said: Abdullah ibn Amr al-Muzani. All of this was reported by Muhammad ibn Kab al-Qurazi. Mujahid said: The weepers are Banu Bakr from Muzaynah. The meaning of His saying: "to carry them" means on a back that is ridden and upon which goods are carried. Some people said: They only sought to carry them on sandals, as mentioned by al-Naqqash from Hasan ibn Salih, and this is a distant and rare view.

And the operator in "If" may be: "You said," and his saying: "They turned away" is disconnected. It may be that the operator is: "They turned away," and the estimation of the speech is: So you said, or it may be that his saying: "You said I do not find what I can carry you upon" is equivalent to: They found you in this condition. And in the speech, there is brevity and conciseness, and it must be, the apparent meaning of the speech indicates what has been abbreviated from it. And Al-Jurjani said in "Al-Nazm" regarding it: That his saying: "You said" is in the position of the conjunction, its estimation is: And you said, and "sorrow" is in the accusative case as a source. And Ma'qil ibn Harun read: "To carry them" with the plural form.
