Commentary
His saying, exalted and glorified is He:
﴿Allah is He who created seven heavens and of the earth, the like of them. The command descends between them so that you may know that Allah is, indeed, capable of all things, and that Allah has encompassed all things in knowledge.﴾
There is no disagreement among the scholars that the heavens are seven, for Allah, the Most High, said: ﴿seven heavens in layers﴾ [Nuh: 15]. The Messenger of Allah, blessings and peace be upon him, explained their matter in the Hadith of Isra, and he said, peace and blessings be upon him, to Sa'd, may Allah be pleased with him: "You have judged by the judgment of the King from above seven layers." The Shari'ah has stated this in many instances. As for the earth, the majority hold that it consists of seven earths, which is the apparent meaning of this verse. The similarity is only in number. They cite the words of the Messenger of Allah, blessings and peace be upon him: "Whoever wrongfully takes a span of land, it will be wrapped around his neck from seven earths," and other narrations that have been reported. It has been narrated from some scholars that they said: The earth is one, and it is similar to each heaven in its elevation and that in it is a world that worships, just as in every heaven there is a world that worships.
The majority read: "the like of them" in the accusative case, while 'Asim read: "the like of them" in the nominative case. The "command" here refers to the revelation and all that He, the Most High, commands those who understand and those who do not understand. For indeed, the winds, the clouds, and others are all commanded. The remainder of the Surah encourages the oneness of Allah, the Most High.
And His saying, exalted and glorified is He: (Indeed, Allah is capable of all things) has a general meaning with specifics. And His saying, exalted and glorified is He: ﴿He has encompassed all things in knowledge﴾ is general in its unrestricted sense.
