'He is Allah, there is no deity except Him, the Knower of the unseen and the witnessed. He is the Most Gracious, the Most Merciful.' 'He is Allah, there is no deity except Him, the King, the Most Holy, the Source of Peace, the Granter of Security, the Preserver of Safety, the Almighty, the Compeller, the Supreme. Exalted is Allah above what they associate with Him.' 'He is Allah, the Creator, the Evolver, the Fashioner. To Him belong the best names. Whatever is in the heavens and the earth glorifies Him, and He is the Almighty, the Wise.' When He, the Exalted, said: 'Out of fear of Allah' [Al-Hashr: 21], He brought the attributes that necessitate this fear for His creatures. 'The unseen' is what is hidden from the creatures, and 'the witnessed' is what they witness. Harb al-Makki said: 'The unseen' refers to the Hereafter, and 'the witnessed' refers to this world. The majority of people read: 'the Most Holy' with a dammah on the qaf, which is a verb from 'taqaddasa' meaning 'to be pure.' The Sanctuary of Holiness is Paradise because it is pure. From it is the Spirit of Holiness, and from it is the sacred land, the House of Holiness. It has been narrated from Abu Dharr, may Allah be pleased with him, that he read: 'the Most Holy' with a fathah on the qaf, and this is a dialect. 'The Source of Peace' means: the one who is free from injustice. This is a name that implies a missing addition, meaning: the one who possesses peace. For indeed, belief in Him, His oneness, and His actions are all peace for those who believe. 'The Granter of Security' is a participle from 'amana' meaning 'to grant security.' Ahmad ibn Yahya Thalab said its meaning is: the one who affirms the believers in that they have believed. Al-Nahhas said: or in their testimony concerning people on the Day of Resurrection. Some of the interpreters said its meaning is: the one who affirms Himself in His eternal sayings, 'there is no deity except Him.' 'The Preserver of Safety' means: the trustworthy and the protector, as said by Ibn Abbas, may Allah be pleased with them both. Al-Mu'arraj said: 'the Preserver of Safety' means: the witness in the language of Quraysh. This form has not appeared in the attributes except for 'Preserver of Safety,' 'Controller,' 'Sustainer,' and 'Protector.' From it in the names is 'Muhaimir,' which is the name of a valley, and 'Mudaybir.' 'The Compeller' is the one who nothing can match or reach His rank. From it is 'a towering palm' if it does not reach. Al-Zahrawi recited: (p-275) 'The generations surrounded him at his harvest, and they returned the water to him until it was compelled.' 'The Supreme' means: the one who truly has pride. Then Allah, the Exalted, declared Himself free from the association of the disbelievers with idols that do not possess any of these attributes. 'The Evolver' means: the Creator. Allah, the Exalted, created the creation, meaning: He brought them into existence. 'The Fashioner' is the one who creates forms. Ali ibn Abi Talib, may Allah be pleased with him, read: 'the Fashioner,' applying 'the Evolver' to it, and it is a good reading, intended to mean the good in forms. Some people said about Ali ibn Abi Talib, may Allah be pleased with him, that he read: 'the Fashioned' with a fathah on the waw and a kasrah on the ra, according to their saying: 'the one with a good face.'

And His saying, exalted is He: "To Him belong the best names" means: the essence of goodness in its meanings that are inherent in His essence. There is no deity except Him. These names are those which the Messenger of Allah, blessings and peace be upon him, specified by saying: "Indeed, Allah, exalted is He, has ninety-nine names, one hundred except for one. Whoever enumerates them will enter Paradise." This has been mentioned by al-Tirmidhi and others with a chain of narration. The narrators have differed regarding some of them, and nothing has been established in them except for their enumeration without specification. The remainder of the verse is clear.
