His saying, exalted and majestic is He: "And whoever does not believe in Allah and His Messenger, then indeed We have prepared for the disbelievers a blazing fire." "And to Allah belongs the dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. And Allah is Forgiving and Merciful." "The left behind will say when you set out to take the spoils: 'Let us follow you.' They wish to change the words of Allah. Say: 'You will not follow us. Thus said Allah before.' So they will say: 'Rather, you envy us.' But they do not understand except for a little." When He, the Most High, said to them: "And you were a worthless people" [Al-Fath: 12], He threatened them after that with His saying, the Most High: "And whoever does not believe in Allah and His Messenger," the verse. And you are like this, so you are among those for whom the blazing fire has been prepared. It is the raging fire, and 'mus'ir' is what is used to stir the fire. From it is His saying, blessings and peace be upon him: "Woe to his mother, the stirrer of war." Then He reassured them with His saying, the Most High: "And to Allah belongs the dominion of the heavens and the earth," the verse; because the people were not openly declaring disbelief. Therefore, their warning and reprimand came mixed with some delay and reassurance; because Allah, the Most High, knew from them that they would believe. Then Allah, the Most High, commanded His Prophet, blessings and peace be upon him, as has been narrated, to invade Khaybar and promised him its conquest. He informed him that the left behind would, when they saw his march towards the Jews - who are a weak enemy - seek to be with him, desiring the worldly gains and spoils. And it was as such. And His saying, the Most High: "They wish to change the words of Allah," means: They wish to change His promise to the people of Al-Hudaybiyah regarding the spoils of Khaybar. Abdullah ibn Zayd ibn Aslam said: The words of Allah, the Most High, are His saying: "Say: 'You will never come out with me, nor will you fight an enemy with me'" [At-Tawbah: 83]. And this is a weak statement; because this verse was revealed regarding the return of the Messenger of Allah, blessings and peace be upon him, from Tabuk, and this was at the end of his life, blessings and peace be upon him. And the verse of this surah was revealed in the year of Al-Hudaybiyah. Also, the tribes of Juhaynah and Muzaynah invaded after this period with the Messenger of Allah, blessings and peace be upon him, and he favored them over Tamim and Ghatafan and others from the Arabs, the famous narration. So Allah, the Most High, informed him to say to them in this invasion to Khaybar: "You will not follow us," and He specifically mentioned the people of Al-Hudaybiyah. And His saying, the Most High: "Thus said Allah before," refers to His previous promise to specify them with it. And the saying of the Bedouins: "Rather, you envy us," means: Rather, it is hard for you that we obtain spoils and wealth. So Allah, the Most High, responded to this statement with His saying, glorified and exalted is He: "Rather, they do not understand except for a little," meaning: They do not understand from matters the places of guidance. And that is what kept them from the Messenger of Allah, blessings and peace be upon him, until that became a reason for their prevention from the invasion of Khaybar. And Abu Haywah read: "You envy us" with a kasrah on the 's', and the majority of the reciters read: "words." Abu Ali said: It is more specific to what is informative. And Al-Kisai, Hamzah, Ibn Mas'ud, Talhah, and Ibn Waththab read: "word," and the meaning in both is similar.
