Commentary
His saying, exalted and majestic is He: "And Allah created every living creature from water. Among them are those who walk on their bellies, and among them are those who walk on two legs, and among them are those who walk on four. Allah creates what He wills. Indeed, Allah is All-Powerful over everything." "Certainly, We have sent down clear signs, and Allah guides whom He wills to a straight path." "And they say, 'We have believed in Allah and in the Messenger, and we obey.' Then a party of them turns away after that, and those are not believers." "And when they are called to Allah and His Messenger to judge between them, a party of them is averse." "And if the truth be on their side, they come to him in submission." "Is there a disease in their hearts, or have they doubted, or do they fear that Allah and His Messenger will be unjust to them? Rather, it is they who are the wrongdoers."
This is a verse of reflection. Hamzah and Al-Kisai read: "And Allah is the Creator of all" in the genitive case, while the majority read: "And Allah created every living creature." And "the living creature" refers to every being that moves from the animals, meaning it moves forward. Birds are included in this as they may also move. This is supported by the poet's saying:
"..................... the creeping of the quail in every watering place."
And the fish is included in this, and in the hadith, it is said: "A creature from the sea like the zarab." His saying: "from water" was explained by Al-Naqash as referring to the desire of males. The majority of scholars said he meant that the creation of every animal contains water, just as Adam was created from water and clay. This is also supported by the saying of the Prophet, blessings and peace be upon him, to the old man who asked in the Battle of Badr: "From whom are you?" The Prophet, blessings and peace be upon him, said: "We are from water," as mentioned in the hadith.
And walking on the belly is for snakes, fish, and similar creatures like worms and others. Walking on two legs is for humans and birds when they walk, and walking on four is for all other animals. In the Mushaf of Ubayy ibn Ka'b, it is stated: "And among them are those who walk on more than four," which encompasses all animals by this addition. However, it is a Quran that has not been confirmed by consensus. Al-Naqash said that the mention of those who walk on four suffices without mentioning those who walk on more because all animals depend on four for their walking, and the number of legs in some is an increase in creation that the animal does not need for its movement.
Qadi Abu Muhammad, may Allah have mercy on him, said: The apparent meaning is that those many legs are not invalid, but rather they are needed for the movement of the animal, and in all of them, they move in their actions.
And His saying, exalted and majestic is He: "clear signs" encompasses all that Allah has established from signs and created for reflection, and all that He has stated in His Book from verses of warning and reminder. And He, exalted is He, informed that He has sent down the signs, then He restricted guidance to them because it is from Him to some and not to others.
'In the name of Allah, the Most Gracious, the Most Merciful' And His saying, exalted is He: ﴿And they say, 'We have believed in Allah'﴾, this verse was revealed about the hypocrites. The reason for it, as it has been narrated, is that 'a man from the hypocrites named Bishr had a dispute with a man from the Jews. The Jews called him to refer the matter to the Messenger of Allah, blessings and peace be upon him. The hypocrite was false, so he refused that and called the Jews to Ka'b ibn al-Ashraf. Thus, this verse was revealed about him.' Al-Zahrawi reported from al-Hasan ibn Abi al-Hasan that he said: 'Whoever is called by his opponent to a judge from the judges of the Muslims and does not respond, he is unjust.' And 'submissive' means showing submission and obedience. They only did that when they were certain of success. However, when they sought their right, they turned away from it. Then, exalted is He, confronted them with the reasons for their actions as a reprimand, so that they would acknowledge one of these aspects that they have in acknowledging it against themselves. This confrontation is used in matters that are apparent, by which one is reprimanded or praised. It is very eloquent, and from it is the saying of Jarir: 'Are you not the best of those who ride on mounts?' Then, He judged against them that they are the unjust, and He said: ﴿That Allah and His Messenger may not be unjust to them﴾, in that the Messenger, blessings and peace be upon him, judges by the command of Allah and His law. And 'injustice' means deviation.
