His saying, exalted and glorified is He: "Indeed, in this is a proclamation for a people who worship." "And We have not sent you except as a mercy to the worlds." "Say, 'Indeed, it is revealed to me that your God is one God. So will you be Muslims?" "But if they turn away, then say, 'I have notified you equally, and I do not know whether what you are promised is near or far.'"

A group said: The reference in His saying, exalted and glorified is He: "In this" is to these preceding verses. And a group said: The reference is to the Qur'an as a whole. Worship includes belief in Allah, exalted and glorified is He. And His saying: "except as a mercy to the worlds" a group said: It refers to the worlds, meaning only those who believe. This is because the Prophet, blessings and peace be upon him, is not a mercy for those who disbelieve in him and die upon their disbelief. And a group said: The worlds is general, and His mercy for the believers is evident. And it is for the disbelievers in that Allah, exalted and glorified is He, has lifted from the nations that which used to befall the previous generations of various types of devastating punishment, such as the flood and others.

The judge Abu Muhammad, may Allah have mercy on him, said: The speech may mean: And We have not sent you to the worlds except as a mercy, meaning: it is a mercy in itself and guidance, which some have accepted and some have turned away from.

And His saying, exalted and glorified is He: "equally, and if" means: I have informed you of my warnings, and I wanted you to share with me in the knowledge of what I have regarding the fear for you from Allah.

Then He informed them that he does not know a specific time for their punishment, but he is awaiting it in closeness and distance, and this is more terrifying and frightening.
