Commentary
His saying, exalted and majestic is He: ﴿Allah destroys usury and gives increase for charities. And Allah does not like every disbeliever, sinful﴾ ﴿Indeed, those who have believed and done righteous deeds and established prayer and given zakah will have their reward with their Lord, and there will be no fear concerning them, nor will they grieve﴾.
(p-99) "Destroys" means: diminishes and removes. From it is the diminishing of the moon, which is its decrease. "And gives increase for charities" means: He increases it and multiplies its reward. You say: The charity has increased, and Allah, the Exalted, has given it increase, and that is the multiplication for whom He wills. From it is the saying of the Prophet, blessings and peace be upon him: "Indeed, the charity of any one of you falls into the Hand of Allah, and He raises it for him as one of you raises his young camel or calf until it comes on the Day of Resurrection, and indeed, the morsel is at the size of Uhud." And Allah has made these two actions contrary to what the greedy and avaricious of the children of Adam think. They think that usury enriches them, while in reality, it destroys. And they think that charity impoverishes them, while it is an increase in this world and the Hereafter. (p-100) Ibn al-Zubayr read: "Allah destroys" with a dammed 'ya' and a broken 'ha' that is doubled, and "and gives increase" with an opened 'ra' and a doubled 'ba'. This was also narrated from the Prophet, blessings and peace be upon him.
And His saying, exalted is He: ﴿And Allah does not like every disbeliever, sinful﴾ implies that the warning in these verses is for the disbelievers who consider it permissible, those who say regarding the denial of the Law: ﴿Indeed, trade is just like usury﴾ [Al-Baqarah: 275]. And the description of the disbeliever as sinful is either an exaggeration in terms of the difference in the two words, or to eliminate the shared meaning that is in "disbeliever" since it could apply to the farmer who conceals the seed in the ground. This was said by Ibn Furak. (p-101) And the meaning of His saying: ﴿And Allah does not like﴾ means: He does not like the disbeliever, the sinful, to be good and righteous, but He wants him to be sinful and wicked. It is possible that He means: Allah does not like the success of the disbeliever, the sinful.
Qadi Abu Muhammad, may Allah have mercy on him, said: And these interpretations are forced - as for the first, he has exceeded in attributing the action, and has imposed upon it a meaning that its wording does not bear, and as for the second, it is not correct in meaning. Rather, Allah, the Exalted, loves success in general and makes it beloved. And the lover in the witness has a tendency towards the beloved, and kindness towards him, and a desire to preserve him, and the signs of that appear. And Allah, the Exalted, wants the existence of the disbeliever in what he is upon, and there is no merit of love for him based on actions that appear upon him, similar to what we mentioned in the witness, and that merit is present for the believer.
And when the mention of them concluded, He followed it with the mention of their opposites to clarify the difference between the two states, and He said: "Indeed, those who have believed" the verse. And the interpretation of similar words of this verse has preceded. And He specifically mentioned prayer and zakah to honor them and to indicate their importance, as they are the head of all deeds - prayer in bodily actions, and zakah in financial actions.
