Commentary
His saying, exalted and majestic is He: "Then We certainly know those who are most deserving of it. And there is none of you except that he will enter it; this is an established decree of your Lord. Then We will save those who feared [Allah] and leave the wrongdoers within it, on their knees."
That is: We, in this removal, do not place anything other than in its proper place; for we have encompassed knowledge of everyone. So, the most deserving of the fire, we know him. And "صِلِيًّا" is the source of "صَلِيَ يَصْلى" if he encounters it. Ibn Jurayj said: The meaning is: most deserving of eternity.
And His saying, exalted and majestic is He: "And there is none of you except that he will enter it" is a decree, and the "و" necessitates it. This is explained by the words of the Prophet, blessings and peace be upon him: "Whoever dies with three children will not be touched by the fire except for a resolution of the oath." Abdullah ibn Abbas, may Allah be pleased with him, and Ikrimah, and a group read: "And there is none of them" with the "ه," intending the disbelievers.
The judge Abu Muhammad, may Allah have mercy on him, said: There is no dispute in this reading. A group from the majority of the readers said: "From you" means: Say to them, O Muhammad, for the addressees of "منكم" are the disbelievers.
The judge Abu Muhammad, may Allah have mercy on him, said: And the interpretation of these is also easy to grasp. Most said: The addressee is all of humanity, and there must be the entry of all. They disagreed on the manner of the entry of the believers. Abdullah ibn Mas'ud, Abdullah ibn Abbas, Khalid ibn Ma'dan, Ibn Jurayj, and others said: The entry is of admission, but it does not exceed the believers, then Allah will take them out after they recognize the reality of what they were saved from. It was narrated from Ibn Abbas, may Allah be pleased with him, that he said in this matter to Nafi' ibn al-Azraq al-Khwarij: As for me and you, we must enter it; as for me, Allah will save me from it, and as for you, I do not think He will save you. They said: In the Qur'an, there are four entries, meaning admission; this is one of them. And His saying, exalted and majestic is He: "He leads his people on the Day of Resurrection, and he brings them to the fire" [Hud: 98], and His saying, exalted and majestic is He: "And We will drive the criminals to Hell, a thirst" [Maryam: 86], and His saying, glorified is He: "Indeed, you and what you worship besides Allah are the fuel of Hell; you will enter it" [Al-Anbiya: 98]. They said: It was from the supplication of some of the righteous: "O Allah, admit me to the fire safely, and bring me out of it successfully." Jabir ibn Abdullah narrated that the Prophet, blessings and peace be upon him, said: The entry in this verse is the admission. Many scholars feared the realization of the entry and ignorance of the outcomes.
A group said: Rather, it is the entry of oversight, observation, and closeness, as you say: I approached the water when I came to it, and it is not necessary to enter it. They said: And it is enough for the believers to be terrified by this, and from it is His saying, exalted and majestic is He: "And when he approached the water of Midian" [Al-Qasas: 23].
And a group narrated that Allah, exalted and majestic is He, will make the fire on the Day of Resurrection solid above as if it is a veil. Then all of creation, both the righteous and the wicked, will stand upon it. Then it will sink with its people, and the victorious believers will emerge, and no harm will touch them. They said: This is the entry.
Hafsah, may Allah be pleased with her, narrated that the Messenger of Allah, blessings and peace be upon him, said: "No one from the people of Badr and Al-Hudaybiyyah will enter the Fire." She said: So I said: O Messenger of Allah, and where is the saying of Allah, the Exalted: ﴿And there is none of you but will enter it﴾? The Messenger of Allah, blessings and peace be upon him, said: "So what? ﴿Then We will save those who feared Allah﴾." Al-Zujaj preferred this saying by the saying of Allah, the Exalted: ﴿Indeed, those for whom the good has preceded from Us will be removed far from it﴾ [Al-Anbiya: 101].
And Al-Niqash mentioned from some of them that he said: His saying, the Exalted: ﴿And there is none of you but will enter it﴾ was abrogated by His saying: ﴿Indeed, those for whom the good has preceded from Us will be removed far from it﴾ [Al-Anbiya: 101].
Qadi Abu Muhammad, may Allah have mercy on him, said: And this is weak, and this is not a place of abrogation.
And Abdullah ibn Mas'ud, may Allah be pleased with him, said: Their entering it is their passing over the Sirat. This is because the authentic hadith included that the Sirat is laid over the bridge of Hellfire. People will pass over it like a lightning flash, like the wind, and like a thoroughbred horse, in ranks. Then the disbeliever will fall into Hellfire and be seized by hooks. They said: So passing over the Sirat is the entering that this verse included.
And Mujahid said: The entering of the believers is the fever that strikes them in the abode of this world. And in the hadith: "The fever is from the heat of Hellfire, so cool it with water." And in another hadith: "The fever is the share of every believer from the Fire." Abu Hurairah, may Allah be pleased with him, narrated that the Messenger of Allah, blessings and peace be upon him, said to a sick man he visited due to fever: "Indeed, Allah says: It is My Fire that I unleash upon My believing servant to be his share from the Fire of the Hereafter." So this is the entering.
And "the decree" is the executed command. And Abu ibn Ka'b and Abdullah ibn Abbas, may Allah be pleased with them, read: "Then" with the opening of the thaa on the circumstance. And Ibn Abi Layla read: "There" with the opening of the thaa and the letter of pause. And Nafi' and Ibn Kathir, and the majority of the people read: "We will save" with the opening of the second noon and the emphasis on the jeem. And Yahya and Al-Amash read: "We will save" with the second noon being silent and the jeem being lightened. And a group read: "We will save" with the opening of one noon and the emphasis on the jeem. And Ali ibn Abi Talib, may Allah be pleased with him, read: "Then" with the opening of the thaa and "We will remove" with the haa being unpointed.
And ﴿those who feared Allah﴾ means: they feared disbelief. And some of the scholars said: No one will be lost between faith and intercession. And "We will save" indicates that they were in it, and "the wrongdoing" here is the wrongdoing of disbelief. And the saying has preceded in His saying: "kneeling." And Ibn Abbas, may Allah be pleased with them, read: "Then We will save those who feared Allah from it and leave the wrongdoers."
