وَقَالَ ٱلَّذِي ٱشۡتَرَىٰهُ مِن مِّصۡرَ لِٱمۡرَأَتِهِۦٓ أَكۡرِمِي مَثۡوَىٰهُ عَسَىٰٓ أَن يَنفَعَنَآ أَوۡ نَتَّخِذَهُۥ وَلَدٗاۚ وَكَذَٰلِكَ مَكَّنَّا لِيُوسُفَ فِي ٱلۡأَرۡضِ وَلِنُعَلِّمَهُۥ مِن تَأۡوِيلِ ٱلۡأَحَادِيثِۚ وَٱللَّهُ غَالِبٌ عَلَىٰٓ أَمۡرِهِۦ وَلَٰكِنَّ أَكۡثَرَ ٱلنَّاسِ لَا يَعۡلَمُونَ ٢١ ﴿21 وَلَمَّا بَلَغَ أَشُدَّهُۥٓ ءَاتَيۡنَٰهُ حُكۡمٗا وَعِلۡمٗاۚ وَكَذَٰلِكَ نَجۡزِي ٱلۡمُحۡسِنِينَ ٢٢ ﴿22
21And the one who bought him from Egypt said to his wife, “Make his stay graceful. He may be useful for us. Or, we may adopt him as a son.” And thus We established Yūsuf in the land, so that We should teach him the interpretation of events. Allah is powerful in (enforcing) His command, but most of the people do not know. 22And when he reached the prime of his age, We gave him wisdom and knowledge, and this is how We reward those who are good in their deeds.

And Allah is dominant over His affair, but most of the people do not know." "And when he reached maturity, We gave him judgment and knowledge. And thus We reward the doers of good." It has been narrated that the buyer of Yusuf - who is either the one coming from his brothers or the merchant from the incoming traders, as previously mentioned in the differing opinions - came to Egypt, the well-known city, and therefore it does not decline.
