And when it has been established more than once that each of the good-doer and the wrongdoer is specified in his abode by way of restriction, denying that a good-doer is equated with a wrongdoer in anything, and that the restriction by 'no' and 'except' is the clearest of its types, He said: ﴿He will not enter it﴾ meaning he will not experience its heat and severity by way of necessity and immersion ﴿except for the wretched﴾ meaning the one who is at the peak of wretchedness, which is the disbeliever. For indeed, the sinful one, even if he enters it, that will not be for him by way of necessity. And for this reason, He described him with His saying, the Most High:
