'Or a poor person' (p-63) means a person who has no sufficiency. 'When he is in the dust' means a need that confines him to the dust, he cannot afford anything else. The verse contains a form of implication: mentioning the close one first indicates its opposite second, and mentioning the one in dust second indicates its opposite first. The secret of this is that he mentioned in the orphan the close one that is conjoined, and in the poor person the softened and gentle description. He does not intend by feeding him except to fulfill his need. The orphan who is distant and the poor person also enter into this by priority, even if he is a foreigner.
