Commentary

And when he established this description for this category, he clarified that its individuals are divided into those who remain steadfast on what is most suitable for their condition, and a group that inclines towards what is more suitable for the people of the town, just as the people of the town are divided into something similar. He began with the wicked because it is the original in them, and he said: ﴿And among the Bedouins﴾ meaning those mentioned ﴿is one who takes﴾ meaning he burdens himself with something other than what the original nature calls for, from ease and high aspirations, by counting ﴿what he spends as a loss﴾ meaning he does not give it except out of reluctance and does not see for it any benefit in the Hereafter, rather he sees it like the crafts of plundering and similar things. ﴿And he waits﴾ meaning he burdens himself with waiting; it is to remain still, be patient, and wait ﴿for you the cycles﴾ meaning the calamities that befall their owner, from which he cannot escape. This is so he can rest from spending and other things that the religion has obligated him to do.

And when they waited this waiting, he called upon them with something similar to what they waited for, and he said: ﴿Upon them is the circle of evil﴾ meaning it is constant and does not cease, either by humiliating Islam or by the punishment of destruction. They are in what they intended for you constantly. The reading of Ibn Kathir and Abu Amr is with the 's' being pronounced; on the basis that its meaning is evil and harm, while the reading of the others is with the 's' being opened, based on the fact that it is a source, thus it is a blame for the circle.

And when the revenge from the enemies and inflicting hardship upon them does not usually stop from the capable one except by hearing their news and knowing about them, His tradition, glorified and exalted is He, has been to conclude such matters with His saying: ﴿And Allah﴾ meaning the Most High King who has complete encompassing knowledge ﴿is All-Hearing﴾ [He hears what they say] ﴿All-Knowing﴾ meaning He knows what they conceal, in a manner that it could be said: for Allah is capable of all things, and similar is His saying: ﴿Indeed, I am with you; I hear and see﴾ [Ta-Ha: 46].
