And when He, glorified and exalted is He, arranged the permission in contracts and the acceptance of what is in it of lowliness, sometimes due to a lack of understanding and other times due to a lack of knowledge, and concluded with the category of the Bedouins, He clarified that the Bedouins are more deserving of that. This is because they are more entrenched in this description and bolder in sinfulness due to their distance from the source of knowledge and their diversion of their thoughts into other types of misfortunes to acquire wealth, which whenever they pursue it, it escapes from them and becomes distant. They remain in their concern, which has occupied them from every other concern, and they think that they are doing well. So He, the Most High, said: "The Bedouins" meaning the people of the desert, "are more severe" meaning: than the people of the towns, "in disbelief and hypocrisy" due to their distance from the abode of migration and the source of knowledge and their harshness, as the reflections of their hearts have not been polished by the lights of the Book and the Sunnah. "And more deserving that" meaning: and more rightful that "they do not know." And when the abstaining is more difficult than the advancing, and the aspects of mixed things are in the utmost confusion, He said: "The limits of what Allah has revealed" meaning: the encompassing knowledge and wisdom of everything "upon His Messenger" meaning: the one who informed the creation of the Qur'an, the laws, and the rulings due to their lack of inclination towards it, being preoccupied with other than it; for indeed Allah knows that from them. "And Allah" meaning: the one who has all the attributes of perfection, "is All-Knowing" meaning: possessing complete knowledge of everything, "All-Wise" meaning: possessing profound wisdom, so He places things in their most appropriate positions.
