And when He, glorified and exalted is He, clarified that the hypocrites are some of them from others, and what He threatened them with, and what followed from His warning them of the destruction of those who resembled them, He concluded with what caused their destruction from their persistence and lack of consideration. He turned to clarify the state of the believers, encouraging repentance, hoping for a similar state for them, and said: "And the believers" "and the believing women" meaning: by what has come to them from their Lord. "Some of them are allies of one another" and He did not say: 'from' as He said regarding the hypocrites: 'from some' indicating that none of them imitates anyone in the essence of faith nor agrees with him by the ruling of desire. Rather, all of them are independently inclined and with the primary intention to follow the Messenger of Allah, blessings and peace be upon him, with definitive evidence according to the understanding of each one of them. That is evidence of the correctness of their faith and their steadfastness in their submission and obedience. Then He clarified their alliance by stating that they are one hand against others, like a single body. If one member complains of it, the rest of the body responds with fever and sleeplessness. He said: "They enjoin" meaning: all of them are in a state of mutual support and assistance "what is good" which is everything that the Shari'ah recognizes and permits, "and they forbid" (p-544) meaning: likewise "what is wrong" they do not favor anyone.
And when He mentioned the definitive evidence for the correctness of faith, He followed it with the best of acts of worship, saying: "And they establish prayer" meaning: they perform it in a manner that requires its establishment with all its pillars, conditions, and limits, being mindful of their Lord and seeking assistance through that in all that befalls them. "And they give zakah" meaning: as a means of support for their poor, connecting with the creatures after serving the Creator. This is parallel to His saying regarding the hypocrites: "And they withhold their hands" [At-Tawbah: 67]. And when He specified the fundamentals of religion, He generalized to indicate that they do not forget Allah the blink of an eye, but rather they remember Him in every situation by saying: "And they obey Allah" meaning: the Greatest King who has no king besides Him, "and His Messenger" indicating the goodness of their conduct and the beauty of their companionship.
And when He mentioned the noble qualities of their actions, He followed it with the goodness of their outcome, saying: "Those" meaning: the great ones in status "Allah will have mercy on them" meaning: the One who possesses all attributes of perfection with a promise that there is no contradiction in it. This, along with the previous sentence, is parallel to His saying regarding the hypocrites: "They forgot Allah, so He forgot them" [At-Tawbah: 67]. This is an indication that the path is difficult and the matter is severe and hard, so the traveler is compelled to seek mercy, which is the treatment after forgiveness with honor. He has no ability to traverse the distances of the path except by it, nor can he reach at all without its cause.
And when he clarified that the state of the believers is based on allegiance, and that allegiance is in need of assistance, he said: ﴿Indeed, Allah﴾ meaning: the One who has complete encompassing knowledge (p-545) ﴿is Exalted﴾ meaning: dominant, not overcome in any way. So He is capable of granting victory to those who ally with His party and providing them with the fruits of mercy as they desire, without anyone being able to prevent Him from anything of that. ﴿Wise﴾ meaning: so no one can annul what He establishes or dissolve what He decrees. In this, there is an indication that the believers will always be supported against every corruptor as long as they maintain these qualities of allegiance and the praiseworthy traits that accompany it.
