And when he clarified the condition of those who refrain from jihad, and perhaps spend their wealth in it as a ransom for their travel, he began to mention those who share with him in spending and hypocrisy and oppose him. He said: ﴿And among them are some who criticize you﴾ meaning: they blame you among their peers in a manner of association in concealment and secrecy or pretense and lack of shame ﴿in the charities﴾ meaning: those which you give to your followers. And when he informed about the criticism, he indicated that it is for their own benefit, not for the religion, saying: ﴿So if they are given from it, they are pleased﴾ meaning: with you ﴿but if they are not given from it, they are enraged﴾ which is the anger that renews at every moment, and they do not actually refrain from it at all. He expressed this by saying: ﴿When they are enraged﴾. They agreed with the first ones in making the world their concern, and they opposed them in that those spent to enjoy the exemption, while these sought to enjoy the very wealth they receive.
