And when He informed about the righteous, He made known about others in a manner of restriction, emphasizing the realization of the attribute of knowledge regarding what He informed of, glorified and exalted is He. Thus, the seeking of permission was negated for the believers twice. It was established for the hypocrites in the most eloquent manner: "Indeed, they only seek your permission"; meaning: in such a case, so how about seeking permission for abstaining! "Those who do not believe"; meaning: their faith is renewed in "Allah"; meaning: the Most High King, who has the ultimate greatness, a faith that encompasses the conditions. "And the Last Day"; because they do not hope for a reward nor do they fear a punishment, even if they claim that with their tongues.

And when this is the attribute of those who openly declare disbelief, it was clarified that the intended ones are the hypocrites by His saying: "And their hearts were filled with doubt"; meaning: they followed the whispers and deliberately walked along with them until they were characterized by doubt. And since the doubter is continually pulled by the goodness of innate disposition and the evil of whispering, He said: "So they"; meaning: it resulted in them "in their doubt are wavering"; meaning: between denial and affirmation, like the state of the confused, they do not assert anything of the two, even if they believe that Allah exists, for indeed the polytheists believe in that, but it does not benefit them due to their failure to meet its condition. And their seeking of permission to strive for the intention of jihad is not but a pretext for them to say when you command them with it: 'We have no capacity for this at this time, so grant us permission to abstain until we prepare!' And they have lied; that is not the case with them, for indeed it is because they do not want to go out with you.
