Commentary
And when the length of pleading might lead to disagreement and a lack of fairness, He warned them by saying: "If you do not go forth" meaning: in His cause, "He will punish you" meaning: for that, "with a painful punishment" meaning: in both abodes, "and He will replace" meaning: He will bring forth a substitute from you, "a people other than you" meaning: possessing strength and vigor, opposing you in the traits that were the cause of the replacement of His authority and the support of His religion.
And when He threatened them with what would harm them, He informed them that they would not harm "Allah and His Messenger" in any way, because He is the Completer of His affair, the Fulfiller of His promise, and the Manifestor of His religion; and when He established by that His ability to harm them and their inability to reach His harm, the implication was: because He is capable of supporting His religion and His Prophet with others than you. So He emphasized His power, instilling fear of His great might with His saying: "And Allah" meaning: the King who has complete encompassing power, "is capable of all things."
