And when glorified and exalted is He, their matter weakened from the perspective of their reliance, He increased their invalidation from the perspective of their intention by informing that in fighting the people of obedience, they are indeed fighting Allah. And that He does not fulfill their aim, but rather wants something other than what they want. And it is established that there will only be what He wants. So he said, resuming or explaining what has passed of their sayings and actions: "They want to extinguish" meaning: by what has been mentioned of their conditions, "the light of Allah" meaning: the religion of the Most High King, who has the utmost encompassing power, and His law which He legislated for His servants through the tongues of the prophets and messengers. All of this is so that they may be able to act according to their desires and whims, for following the messengers decisively counters desires, and they are the furthest of people from that.
And when He belittled their status, He completely demolished it by saying: "With their mouths" meaning: with a saying that is devoid of anything to affirm or carry out and implement it. And in naming His religion a light and their opposition to it extinguishing with their mouths, there is a representation of their condition like that of one who wants to extinguish the light of the sun by blowing on it. "And He refuses" meaning: while He acts in the manner of the proud, which is that He does not accept, "Allah" meaning: the One who has all greatness and might and the authority of the word, "except that He completes His light" meaning: He does not limit it to merely its shining, but He promised - and His saying is the truth - that it is inevitable that He will complete it and extinguish everything besides it and burn it. And due to the meaning of "He refuses" which implies denial, the exception entered upon it, meaning: He refuses every state except the state of completing His light in renewal and continuity. "Even if the disbelievers dislike it" meaning: those deeply rooted in disbelief, so how about others than them?
