And when he lamented for their delay from him, and promised them with what would remove their fear of him, rather it would necessitate their boldness towards them and their desire for them, he said, clarifying what the interrogative denial in: "Will you not fight?" [At-Tawbah: 13] implies: "Fight them" meaning: for Allah, not for any other purpose. "Allah will punish them" meaning: the One you believe is the sole possessor of the attributes of majesty and beauty. "By your hands" meaning: by killing them, capturing them, and defeating them. "And He will disgrace them" meaning: with humiliation in this world and disgrace and punishment in the Hereafter.
And since that was a statement that does not imply victory, which is the elevation of the outcome, he said: "And He will grant you victory over them" meaning: so that you may please your Lord by humiliating those who oppose Him through you; and since their punishment by what has been mentioned yields joy for some of the believers, he clarified that it does not affect the deed after its steadfastness on the basis of sincerity, so he said: "And He will heal" meaning: by that "the breasts of a believing people" meaning: those firmly rooted in faith, who had previously committed wrongs against them that necessitated enmity and grudges like Khuzā'ah and others who aided against them or wronged them.
