And when the hardship of spending returns harm to wealth, and the act of stepping on the land which may not necessarily lead to what annoys the enemy without the hardship that occurs in the soul due to thirst and what accompanies it from actions that annoy the enemy and diminish him, he preferred that over his saying: ﴿And they do not spend﴾. And when the little may be despised, he began with it to encourage by his saying: ﴿A small expenditure﴾.
