Commentary

And when the placement of things is upon varying measures along with guidance to what creation has occurred for it in differing ways, while there is equality in the elements that follow the arrangement, and this is from the attributes of the King, which can only be with perfection, He followed it with the conjunction 'and' to indicate the establishment of the attributes. So He said: ﴿And He who has measured﴾, meaning He has placed His measurement in the kinds of things, their types, their individuals, their quantities, their qualities, their actions, their lifespans, and other states of them. He has made strength for the hand, walking for the man, hearing for the ear, and sight for the eye, and so forth. ﴿So He guided﴾, meaning He placed guidance as a result of His measurement and following it for that which the measurement occurred for, from forms, substances, and attributes which He prepared for it in a manner that suits it by nature or by choice, through the creation of inclinations and inspirations, and the establishment of signs and miracles to repel evils and bring about good. You see the child, as soon as it emerges from the womb, opens its mouth for nursing, and likewise other animals, they are guided to what benefits them from various benefits. Creation must have arrangement for balance to be achieved, and measurement must have guidance for perfection to be attained.
