And they are upon what they do. This is specifically due to the strength of their motives to act and their desire for it from the trial of being presented to the Fire and others, repeatedly committing that act. With the believers, meaning those firmly established in faith, which the punishment did not deter them from. Witnesses, meaning some of them witness for one another before the King that he did not fall short in what he was commanded. And they will testify on the Day of Resurrection with what their hands and feet will testify against themselves regarding this wrongdoing. And some of them will testify against one another, and some will oppose one another, and each will blame the other in hopes of salvation.
