Commentary

And when He mentioned, glorified and exalted is He, His might, and that the One who is capable of violence may not be able to show gentleness, and if He is able, perhaps He may not be able to convey that. And He is not able to erase the sins, their essence and effects, from everyone in such a way that the owner of them does not receive punishment or rebuke from anyone at all except for the One who is capable of all things. He said, clarifying all of that as a proof that He is the chosen doer, and affirming His departure from the usual: 'And He is' meaning alone 'the Forgiving' meaning the eraser of the essence of sins and their effects when He wills, in such a way that there does not occur for the one who has erased his sin any distress from that sin at all. 'The Loving' meaning the One who acts towards whom He wills with the action of a loving one, much love, so He responds to him in what he wishes and bestows upon the owner of the sin that He has erased from him affection, meaning great and vast love, and He places in the hearts of creation mercy for him. And the root of 'love' revolves around expansiveness as I have explained in Surah Ar-Rum. And the matter is further emphasized by mentioning what is not disputed at all in His exclusivity to it, honoring Him and indicating that He is the greatest of all creatures.
