And when this is an interrogative denial, its meaning is negation. The implication is: Indeed, they [do not] believe, and there is no excuse for them in that at all. He turned away from it with his saying: ﴿Rather﴾ and placed the apparent in the position of the implied for the sake of generalization and to draw attention to the description that led them to disbelief. He said: ﴿Those who disbelieved﴾, meaning they concealed the insights of their minds that indicate the truth. ﴿They deny﴾, meaning they deny the Qur'an and what it indicates of the elevated truths of knowledge that lead to the peak of faith in the One, the Judge.
