Commentary
And when He, glorified and exalted is He, mentioned the recompense of the disbeliever with Hellfire and the recompense of the believer with Paradise, and among the delights is the mockery of the enemy, He explained the recompense of the disbeliever by what contains the mockery of the believer of him, because he occupied himself in this world with what does not benefit him. Thus, it follows that he missed out on what would benefit him. He said, affirming that a person of noble character, high aspirations, sound nature, and proper temperament can hardly be believed to act like this. He emphasized it by indicating that it is his right not to be: "Indeed, those who have committed crimes," meaning they severed what Allah commanded to be connected, "were," meaning in this world, a habit, a character, a nature, and an innate disposition "from those who believed," meaning even if they were in the lowest ranks of faith. "They laugh," meaning they renew their laughter whenever they see them or remind them, mocking them and their conditions, which are among the signs of faith in their shabby states and lack of wealth, while people despise them, along with their claim that Allah, the Exalted, must certainly support them and elevate their matter.
