Then he explained their being described as unjust or began to clarify it by saying: "Indeed, the worst of creatures" meaning: they have wronged because they disbelieved in the signs of their Lord who alone has done good to them. And the worst of creatures "with Allah" meaning: in the judgment of the just judge who has all authority and in His knowledge.

"Those who disbelieved" meaning: among them and among others, meaning: He has judged them to be bound to disbelief due to the corruption of their natures for their lack of suitability for good. Thus, they have descended from the rank of humanity to the rank of mere animals, then to the level of insects and worms, even to the lowest of creatures; because the worst of people are the disbelievers, and the worst of the disbelievers are those who persist among them, and the worst of the persistent are those who break their covenants. "So they" meaning: because of that "do not believe" meaning: no renewed faith arises from them that they would continue upon due to what has preceded from Allah's knowledge of them. They did not benefit from what was given to them of the attribute of lordship, so the attribute of divinity has obliterated them.

And perhaps he specifically mentioned the family of Pharaoh as a reminder - for most of those who would say: "These people have been deceived by their religion" [Al-Anfal: 49] and they are the Jews - that they were in relation to Pharaoh and his family weaker than the companions, may Allah be pleased with them, in relation to Quraysh and their followers. For indeed, the Jews, despite their fewness with them, had submitted to them in the humiliation of slaves to their masters, even more so. And despite that, they were aided against them when Allah was with them. And to inform them that they are now like the family of Pharaoh in obstinacy despite their being in a state of fewness and humiliation. They have gathered from every people the basest of their qualities and the worst of their conditions. And for that reason, He replaced the generality of "those who disbelieved".
