And when he mentioned the gathering of the disbelievers, he mentioned its reason and said, commenting by saying: ﴿So that Allah may distinguish﴾, meaning: the One who has the attributes of perfection, by that gathering ﴿the vile from the good﴾. That is, He has made for the disbelievers a dwelling that is specific to them and they are specific to it, to manifest justice and virtue by distinguishing the disbeliever from the believer. So He has made for every dwelling a distinction in justice for the disbelievers and a virtue over the believers. Thus, He places the good in a wide and beautiful place ﴿and makes the vile﴾, meaning: the group characterized by this description ﴿some of them upon others﴾.
