And when these oaths were completed, encompassing great matters, indicating that their causes from the winds and waters were with the people while they did not perceive them, just as it may be that the Day of Resurrection is likewise, equally so. He means by saying, mentioning the one he swears by, confirming for the sake of their denial: "Indeed, what you are promised" [i.e., of punishment in this world and the Hereafter, and of the Day of Resurrection, and of glad tidings for the people of obedience].
