Then, woe to you. This means, O you who have made yourself liable to negligence without the place of animals. So, woe means it has reached this destruction by a calamity that follows it at times continuously and at times intermittently. Some of it is greater than others. That will certainly reach you, for this is a supplication from the One in whose hand is all matters. It may be that the meaning is: woe to you for leaving what you are upon and turning to what benefits you. Ibn Jarir said in the tafsir of Al-Muddathir: 'When Abu Jahl mocked the appointment of the guardians of the Fire as being nineteen, Allah revealed to the Prophet, blessings and peace be upon him, to go to him and take him by the hand in the valley of Mecca and say to him: Woe to you - until the end of it. When the Messenger of Allah, blessings and peace be upon him, said that, Abu Jahl said: By Allah, you and your Lord will not do anything. So Allah disgraced him on the day of Badr - it ended. The four words can be applied to his four states: life, then death, then resurrection, then entering the Fire. The meaning would be: you have the disliked now, in death, in resurrection, and in entering the Fire. Al-Baghawi said: The Prophet, blessings and peace be upon him, used to say: 'Every nation has a Pharaoh, and the Pharaoh of this nation is Abu Jahl.' The verse indicates that whoever rectifies the two powers of his knowledge and action by believing in Allah, His angels, His Books, His messengers, and the Last Day, and turns to and establishes prayer, then all the deeds that are its foundation will follow. From that arises good character, which is fearfulness along with obedience. There, it will be said to him: Good news for you, so good news, then good news for you, so good news.
