Then, woe to you. This means, O you who have made yourself liable to negligence without the place of animals. So, woe means it has reached this destruction by a calamity that follows it at times continuously and at times intermittently. Some of it is greater than others. That will certainly reach you, for this is a supplication from the One in whose hand is all matters.
