Commentary
And when this [is the case], it may mislead one to think that the servant has independence in action. He said, teaching that this is merely a metaphor for what he has of ease, sweetness, and pleasantness that necessitates his love for everyone with understanding, warning against self-admiration and showing humility, and seeking refuge and dependence on the Almighty Forgiver in seeking success for the most upright path: ﴿And they do not mention﴾ meaning [and] none of you, this Qur'an or anything else at any time, ﴿except that Allah wills﴾ [meaning] the Greatest King, for whom no one has authority alongside Him. It is explicit that the actions of the servant are from his will, and what arises from it [is] by the will of Allah.
* *And when it is established that He, glorified and exalted is He, is the doer of what He wills and that there is no action for anyone else without His will, and it is known that most of the actions of the servants are of what does not please Him, if it were not for His forbearance, they would not have been able to do that. And the pardon of the Able One is commendable. He said, clarifying that He is worthy [of awe] and desire: ﴿He﴾ meaning alone ﴿is worthy of piety﴾ meaning that His servants should fear Him and beware of His anger with all that their ability reaches due to His majesty [and] greatness and might. It is permissible that the pronoun refers to the pious ﴿and worthy of forgiveness﴾ (p-81) meaning that they should seek His forgiveness for sins, especially if the sinner fears Him, for He has beauty and kindness, and He is Able, and there is no ability for anyone else, and nothing benefits Him or harms Him. He is truly deserving to make the place of warning that He commanded at the beginning of the surah a glad tidings, and to guide His servants to glorify Him and to abandon sin. And so He did, glorified and exalted is He, with the people of this noble Prophet ﷺ. Ahmad, Al-Tirmidhi, Al-Nasa'i, Ibn Majah, Al-Tabarani in Al-Awsat, Al-Hakim, Abu Ya'la, Al-Baghawi, and Al-Bazzar narrated from Anas, may Allah be pleased with him, that the Prophet ﷺ said: "Allah says: I am worthy to be feared, so whoever fears to associate anything with Me, then I am worthy [to] forgive him." Al-Tirmidhi, Ibn 'Adi, and Al-Tabarani said: Sahl ibn [Abu] Hazm Al-Qat'i is unique in this narration. The end of the surah returns to its beginning, and its conclusion aligns with its introduction, by combining the glad tidings with the warning. It is as if it is said: Warn the disobedient, for he is worthy of returning to his obedience, so He, glorified and exalted is He, is worthy to return to him with covering his slips.
