And when advancement is beloved among people, especially the Arabs, and delay is disliked, and glorified and exalted is He, has created in man a power and choice by which he acts according to what Allah has decreed for him. He has concealed from him the knowledge of the outcome until the action is attributed to him, even though it is by the creation of Allah. He, exalted is He, said, sending them towards good and distancing them from evil, beginning or replacing a response to one who says: What can we do? Or will the warning benefit? And He has said that He is the guide and the misleader; Allah leads astray whom He wills and guides whom He wills: "For whom He wills" means by His will. He clarified the intended meaning so that those who are obstinate do not argue and say: the intended meaning is other than us. He said: "from you," meaning, O you who are obstinate, "to advance" means to the good deeds, "or to delay" means from them, so he reaches the anger of Allah, exalted is He, and the Fire, which is the effect of His anger. He made what we have of the painful heat and the destructive cold affected by themselves as a reminder for us and a mercy for us. He omitted the object because its usage is frequent until it became known even if it is not mentioned. The translation of that is: For whom wills to advance the advancement with what he has of ability and choice in the apparent matter, and for whom wills to delay the delay. And "to advance" is a subject, and it is like saying: "For whoever performs ablution to pray." It is permissible that the sentence be a substitute for "for mankind" in the manner of shifting from the absent to the present so that every addressed person by it is as if he is the intended one by that first intention. He reflects on the meaning within himself and finds it true, then he reflects and finds no barrier to extending it to others from all of mankind. And "to" and the verb in this is an object for "wills."
