Commentary
And when the term of the covenants and trusts was to be witnessed, he clarified the virtue of testimony by saying: "And those who are" meaning to the utmost extent of what can be directed by hearts, "by their testimonies" which they witnessed with or they seek to witness for a request or otherwise. The precedence of the action indicates that they, in their extreme commitment to it and their observance of it, are as if they have no concern other than it. "Standing" means they bear it and perform it to the utmost perfection and excellence, like one who is prepared for it, standing in wait for it.
