And when he made clear that the prohibition of what is not exempted is necessary, and that it is obligatory to protect the private parts from it, he stated this in a way that includes the prerequisites. He said, causing it: "So whoever seeks" meaning he requests, and he expressed it in the form of seeking because that only occurs from a great inclination of the self and striving in the request. "Beyond that" meaning something from this that is outside of this matter which Allah, the Exalted, has made lawful, and which is the highest ranks in the matter of marriage and the enjoyment of it, the best and most beautiful. And since reaching that can only be through the agency of the doer, he connected his saying with the letter 'fa': "So those are" [meaning] those who are in the depths of baseness and the utmost distance from the places of mercy. "They are" meaning with their inner selves and their outward appearances "the transgressors" meaning those who are specifically engaged in going beyond the permissible limit.
