﴿For the disbelievers﴾ meaning: those firmly established in this description, by which it means: if they have anything in the Hereafter, it is the punishment. And the reading of Nafi and Ibn Amer with the lightening of the hamzah [is more] astonishing, meaning he was driven [to speak] and his lips moved with it because it is said: 'sala yas'al' like 'khafa yakhaf' in the hamzated form. It is possible that it is from 'sa'ala yas'al.' Al-Baghawi said: This is because the people of Mecca, when the Prophet ﷺ warned them of the punishment, said: 'Who is of this punishment? Ask about it,' so it was revealed.

And when he informed of the inevitability of its occurrence, he explained it by saying: ﴿There is no﴾ meaning: in no way or means ﴿to avert﴾ beginning ﴿from Allah﴾ [Al-Ma'arij: 3] meaning the Most High King, to whom there is no equal, so there is no command for anyone alongside Him.
