Commentary
And when their misguidance - which they attributed to others not deserving of it - was the most heinous misguidance due to its inclusion of denial and what it leads to of falsehoods, he repeated the denial against them in a manner more severe than the first. He said, causing the denial regarding what this speech affirmed of the greatness in which no one with understanding can doubt: "Do they feel secure from the plan of Allah?" That is: His action which resembles plotting by taking a person from where he does not perceive the gradual entrapment with what He intends of blessings and punishments. And he caused this by his saying: "So no one feels secure from the plan of Allah," meaning: the one greater than it, so no command is turned back from it, "except for the losing people," meaning: those whose powers were a cause for their entanglement in harmful actions and destructive traits.
