And when the turning towards their response occurred, it was said: "The leaders said," meaning: the nobles. This was clarified by saying: "Those who were arrogant," meaning: they committed arrogance and were characterized by it, so it became a trait for them, and they did not believe. And it was pointed out for consolation by saying: "From his people." And when he said: "For those who were oppressed," it might have been understood that they all believed, so he negated that by saying, replacing it: "For whoever among them believed," meaning: the oppressed ones. This is more impactful in the soul and more splendid for the hearts than the statement in the first instance, indicating that the followers of the truth are the weak, and that only some of them believed. In this, there is an implication that weakness is one of the greatest blessings due to its association with the abandonment of the self, which leads to submission to the truth. And his construction for the passive form is evidence that they are in the utmost weakness, such that everyone weakens them. "Do you know?" meaning: they began with denial to deter them from faith. "That Salih," they called him by his name out of harshness and severity, and to intimidate the responsible ones so that they would respond to them with what pleases them. "A messenger from his Lord," as if they said it to know their state so they could build upon it what they would do; because the arrogant do not complete their arrogance except by the obedience of the oppressed. And when they knew that from them, they informed them of the repudiation, relying on the great one who diminishes all arrogance before him, and nothing is considered for anyone with his command. By saying: "They said," alerting them to their harshness and their mistake in their assumption regarding their state, expressing what indicated knowledge of that and submission to it. "Indeed, we believe in what was sent with it," and it was built for the passive form, indicating the generality of the affirmation and that its being from Allah is a matter conclusively established that does not require specification. "Believers," meaning: immersed in belief in it.
