And when 'Aad came after them, and there was nothing that necessitated disturbing the order, He followed them by sending the messenger to them to specify his message to them, as they were some of the people of the earth. He said: "And to 'Aad," specifically we sent "their brother" meaning: in lineage, for they understood him better and were more familiar with him in terms of trustworthiness and integrity. And when he was mentioned after Nuh - blessings and peace be upon him - after the introduction of the messenger to them, it was clarified by his saying: "Hud" unlike the people of Nuh, for they were all the people of the earth; because the tribes had not yet separated the people nor the languages, as the language of all was one, and the languages were not differentiated except after the declaration; and for this reason, the flood encompassed all the people of the earth. Thus, at that time, the meaning did not differ in his story by advance or delay, so it was appropriate to advance the message or the messenger because it is more important.
And when the story of Nuh - blessings and peace be upon him - was the first of the stories of the prophets with their people, and the Arabs had no prior experience with the proximity of the prophets and those who were sent to them, it came in it (p-434) with the origin (We sent him) and he said in one context informing those who are free of any part of it; the story of Hud - blessings and peace be upon him - came after the listeners had knowledge of the story of Nuh - blessings and peace be upon him - from what occurred in conveying it to them and their responses to him. So when he mentioned his sending, the listener became eager to know whether he said to them as Nuh said, and whether they responded to him as the people of Nuh responded, or was the matter contrary to that? The question of the eager was answered by his saying: "He said" like the saying of Nuh - blessings and peace be upon him - the same: "O my people," reminding them that he is one of them who cares about what concerns them. "Worship Allah," meaning: for His deserving that for Himself. Then he explained or began with his saying: "What is wrong with you" and he emphasized the negation by saying: "of a god other than Him." And when they were aware of what happened to the people of Nuh, he said: "Do you not fear?" meaning: Do you not place a barrier between yourselves and the punishment of this one, the All-Powerful?
