Then he caused to be a reason regarding what has passed of the matter of the Messenger and the nations, saying this to dispel the misconception of those who think that the matter has ended with what they were punished with in this world: "So We will surely ask". That is: by virtue of our greatness regarding the rebuke and reprimand of the disobedient and the honor and glorification of the obedient. He made clear the place of the implicit by generalizing, so he said: "those".

And when the blame was on the denial of the Messenger, not by virtue of him being a specific one, he based his saying for the passive form: "was sent to them". That is: they are the nations.
