And when the Exalted informed about the creation of Hell from the two Qiblahs, the listener yearned to know the condition of those who remain from them. So he stated clearly the news about them, adding to ﴿And indeed, We have created﴾ [Al-A'raf: 179], indicating by the partitive 'min' to their killing, confirming His saying: ﴿And indeed, We found most of them to be disobedient﴾ [Al-A'raf: 102]. ﴿And among those We created﴾ means: by what We have of greatness, ﴿a community﴾ means: a group that recognized who is worthy of being followed and guided by, so they sought Him and drew from His lights, thus they became worthy of being sought and followed.

[And when] the meaning of the word 'community' is understood, he clarified it in His saying: ﴿They guide by the truth﴾ meaning: the firm that corresponds to reality, ﴿and by it﴾ meaning: the truth specifically. ﴿They act justly﴾ (p-178) means: they make matters equal, with no increase in anything beyond what is appropriate nor decrease, because We guided them and uncovered their insights from the veil of heedlessness that We imposed upon those. Most of the commentators said: they are the community of Muhammad ﷺ, and some of them narrated it from the Prophet ﷺ and left the matter ambiguous after specifying the people of Musa, peace be upon him, in order to honor them.
