176If We so willed, We would have elevated him thereby; but he clung to the earth and followed his desires. So, his example is like the example of a dog, if you attack him, he pants with his tongue protruding, and if you leave him alone he still pants with his tongue protruding. That is the example of those who rejected Our signs. So, relate the chronicles, so that they may ponder.

And when this context is misleading for one whose feet have not firmly settled in faith, that the devil has an independent influence in temptation, He denied that out of zeal for this station in the manifestation of greatness and said: ﴿And if We had wished﴾ meaning: to elevate him by it according to the greatness that We possess, whoever approaches its shores without permission is justly punished, ﴿We would have certainly elevated him﴾ meaning: in rank, with a permanent elevation ﴿by it﴾ meaning: the signs, so that he would not cease to act by them.
