And when the decree was an addition to ﴿So they wronged by it﴾ [Al-A'raf: 103] and Moses placed it in its proper places, he expressed it by saying: ﴿And Moses said, O Pharaoh﴾. He addressed him with what would please him, in compliance with Allah, the Most High's command to him to be gentle in his speech. This is because Pharaoh is a title of praise for one who rules Egypt.

And when he, peace be upon him, came to them while they were aware of his trustworthiness, truthfulness, high status, noble character, and great lineage, and Pharaoh was the one among them who knew him best because he was raised in his household, this was a situation that necessitated that the words be conveyed to them without confirmation. However, since the sending from Allah is a truly great matter, and the intended purpose was to free the path for the Children of Israel, and Pharaoh was stingy regarding that, he confirmed it with some emphasis by saying: ﴿Indeed, I am a messenger﴾. Then he clarified his sender by saying: ﴿From the Lord of the worlds﴾, meaning: the Benefactor to them all - and you are among them - by creating them and nurturing them. Thus, it is a reminder to whoever hears it that Pharaoh is a subdued, conquered one.
