Commentary
And when the Exalted informed about those whom He destroyed by the wind and those whom He destroyed by what the wind caused, causing it directly without an intermediary, and that was all due to His departure from the norm, it was a response to the people of nature. He informed about those whom He destroyed by what the wind caused from water through the clouds. This was the reason for their destruction despite their disbelief in the denial that is the worst type of disbelief, which is the saying of nature that entails the denial of resurrection. Their drowning was a contradiction to their belief due to its departure from the norm. So He said, alerting to the strength of their disbelief in the coming: "And came" meaning it came with a high and severe coming. "Pharaoh" meaning the one whom We made king over a portion of the land, and he transgressed and tyrannized and claimed divinity, forgetting Our awe and power by Our punishment, and he denied the Creator and spoke of nature. "And those before him" meaning in his regard and in his vicinity and in the course of his path from arrogance in the land without right and transgression in disbelief. This is a locational context, thus according to the reading of the Basrians and Al-Kisai with a broken kaf and a opened waw, and this encompasses all who were disbelievers and tyrants before him and after him. This is the meaning of the reading of the others with an opened qaf and the bā' being silent, indicating that it is a locational context that corresponds to "after" with an addition.
And when the people of Lot, peace be upon him, had gathered types of immorality that no one had shared with them, their punishment included what had not been like it before. Thus, every one of their actions that no one among the worlds had preceded them in, and their punishment which had not been like it before or after, was a response to the people of nature. He specified them from among those who entered before him in the two readings and said: "And the overturned cities" meaning the people of the cities that were turned upside down with their people until their high became low due to what happened to their people from the overturning until they became like it. And the stones of sulfur followed them and were swallowed by it, and there was nothing like it on earth, and they are the villages of the people of Lot, peace be upon him. "With the sin" meaning the sin or the actions of sin that exceed to the very act of the vile, such as sodomy, slapping, and flatulence along with polytheism and other types of immorality, stubbornness, and tyranny.
