Commentary

And when he mentioned in general his punishment, he followed it with its causes. He began with the greatest of them, affirming that every disbeliever, even the one who denies, acknowledges Allah, the Most High, in a type of acknowledgment and claims belief in Him in a type of claim. This is because he cannot do otherwise due to the overpowering dominance and spread of light and illumination: "Indeed, he was" meaning by nature and disposition, even if he shows something to deceive the weak and mislead the rich: "does not believe" meaning now nor in the future: "in Allah" meaning the Most High King who knows the secret and what is more concealed.

And when the greatness of the King necessitates an increase in punishment for whoever opposes Him according to the extent of His exaltation, and the one who has inherited this disgrace is this wretched one due to his arrogance against the command of Allah and His servants, it indicates that no one deserves greatness except Him, glorified and exalted is He. So He said: "the Most Great" meaning the one who is complete in greatness.
