And when it was not possible to generalize [with the blessing] except for one who is general in ability, blessing, and mercy, and the reminder of the blessings is more compelling, he directed the saying to the expression that is explicit in that. So he said, reminding them of that due to their knowledge that there is no blessing upon them except from Him and their acknowledgment of that, so that they may beware of Him and remember the extent of His ability, so they may know [His ability] regarding resurrection, and the dispute may be resolved: ﴿Say﴾ O best of creation: ﴿He is﴾ meaning Allah alone ﴿The Most Merciful﴾ meaning the one who encompasses mercy for all that has been encompassed by lordship. It is not fitting for the mind of a rational person to leave anyone from His creation in the injustice of a wrongdoer without taking for him his right, because that is not something the least of people would accept for himself in his weakness. So how about one who is complete in ability? For there is no fear with Him, glorified is He. So reliance upon Him is salvation from every destruction and brings forth every blessing. And He did not act as you do in your reliance upon your men, your status, and your wealth.

And when this clarified the path of truth and dispelled every doubt, and it was necessary to return to Him and to turn back, to complete the mercy with reward and punishment, His saying caused: ﴿Then you will know﴾ meaning when He manifests upon you with the attribute of overpowering shortly, with a promise that there is no alternative to it ﴿Who is﴾ meaning among us and among you a self-assertive one, apparent and hidden (p-271) ﴿In error﴾ meaning in a [non-]path that leads to a goal surrounded by error, such that he has no ability to detach himself from it except if he obeys the one who drags him by his hand and brings him out of it.
