And when it was presumed about the disbelievers that they would not be just, they would not give the believers the dowries of their disbelieving women. He said, remedying that ailment: "And if you miss" meaning by slipping away from you after the migration or by continuing to reside in the land of war, "something" meaning little or much, "of your wives" meaning of themselves or their dowries, "to" meaning by being inclined or reaching to "the disbelievers". So you were unable to do so, "then you punished" meaning you were able to punish by having something from the disbelievers' wives by migrating to you or you seized from the wives of the disbelievers. Then your turn of victory came by performing the dowry to your brothers in obedience and justice after their turn in which they took what you spent in disobedience and wrongdoing. "Then give" meaning bring forth and give from the dowry of the emigrants, "those whose wives have gone" meaning from you if they choose to take "like what they spent" on the disbelieving woman who went to the disbelievers from what you gained from their wealth or by paying them like the dowry of their wives from what you used to give to the wives of the emigrants. So that would be a recompense and retribution for what the disbelievers did.

And when it was difficult for the soul to be equitable in such matters, for the dowries vary at times and are equal at other times, and at times they are in cash and at other times they are in goods, among other conditions, while the dealings are hostile in religion, nothing compels justice in it except pure piety. He said: "And fear" meaning in giving and withholding and other than that, "Allah" who has the attributes of perfection and has commanded you to embody His attributes as much as you are able. Then he described Him with what emphasizes the difficulty of the matter and urges towards justice, saying, stimulating them with all stimulation, shaking them with the description of being firm in faith: "the One in whom you believe" meaning especially, "believers" meaning firmly established in the rank of faith.
