And when He established - glorified and exalted is He - that He is the One who sent down the Torah and the Gospel, completing the proof of the message with the evidence of the knowledge of the Jews, without those who have no scripture, He then turned to His saying as a confirmation of its establishment and affirmation: ﴿And this﴾ meaning: the Qur'an which is present now in all minds ﴿is a Book﴾ meaning: encompassing the goodness of both abodes. The context was for it to be said: Allah sent down, but He came with the pronoun of greatness, as it is more indicative of His glorification. So He said: ﴿We sent it down﴾ meaning: and it is not from Muhammad ﷺ (p-188) from himself, but rather it is by Our sending it down to him and Our sending him with it. ﴿Blessed﴾ meaning: full of goodness, established in its matter, no one from the creation can deny its miraculous nature, so that the people of the scripture may know its truth by confirming it with their scripture, for it is ﴿confirming what is before it﴾ meaning: all of it from their books and others. Thus, it would be more deserving of their belief in it, and all the people of the earth would generally know that by that and by its miraculous nature. ﴿And to warn﴾ meaning: by it ﴿the Mother of Cities﴾ meaning: Mecca; because it is the greatest of cities due to its virtues ﴿and those around it﴾ from those who do not believe in the Hereafter, for he does not believe in it from all the people of the earth from all the towns and villages; because it is the mother of all, and they are in their misguidance negligent. ﴿And those who believe in the Hereafter﴾ meaning: among them is the capacity for belief in it as it is, from the people of the Mother of Cities and those around it with every goodness they spread. ﴿They believe in it﴾ meaning: in the Book indeed, for belief in it is a call to all goodness through fear and hope, and disbelief in it leads to all evil.

And when the description of the hypocrites being lazy about prayer was repeated, He made the preservation of it a sign of faith, so He said: ﴿And they are steadfast in their prayer﴾ meaning: they preserve it with utmost preservation. The verse is from the marvels of the art of interweaving: mentioning the warning and the mother first indicates their omission second, and the establishment of faith and prayer second is evidence of their negation first.
