"The punishment will touch them" meaning: the everlasting and recurring punishment. He alluded to its proximity by making it have the power of touching, as if it is a living entity that desires. And He said: "because of what they used to" meaning: by nature and disposition "commit acts of disobedience" meaning: they persist in leaving what should be firmly established in faith and what it necessitates. As for the occasional disobedience, its owner may repent from it, and he will be forgiven.
