And when the two sentences are from the context of implication, they convey what has been mentioned and what is indicated by the mentioned, of what has been omitted, that He, glorified and exalted is He, is dominant over His affair. He stated this explicitly by saying: ﴿And He is the Subduer﴾, meaning: the One who fulfills His will entirely and prevents others from fulfilling their will if He wishes. He depicted His subjugation and confirmed it for the establishment of dominance by His saying: ﴿Above His servants﴾, and everything besides Him is a servant. And when there is in subjugation something that may be blameworthy, He negated it by saying: ﴿And He is﴾, meaning: alone ﴿the Wise﴾, so the effect of subjugation is not brought about by causing something disliked except for one who deserves it. He completed the meaning by saying: ﴿the All-Aware﴾, meaning: of what each thing deserves. Thus, the evidence is complete regarding His great authority and that there is no doer besides Him.
