And when the decree was: If that punishment is averted from you, then your eyes have found comfort, He turned to another proof because it is not permissible in reason to take another as a protector. He said, generalizing the ruling regarding that punishment and others, clarifying that there is no savior for one who is afflicted by it: "And if Allah touches you with harm," meaning: the Greatest King who has no equal. And since the context is for intimidation, He preceded His saying: "with harm," meaning: here or there. "Then there is no one to remove it," at all in any way. "Except Him," meaning: because He has no equal; for He is capable of inflicting it, and no one else is capable of defending against it; for He is capable of all things. "And if He touches you with good," meaning: at any time He wills.
And since the analogy to the first necessitates that the recompense is not prevented, there is no barrier to it. His description from the attribute of His saying: "For He is capable of all things," meaning: of that and others. "And no one else is capable of preventing it," alerting that His mercy, glorified is He, has preceded His anger.
