So when it was clarified that the sending down of the Books is a mercy from Him, because their ultimate goal is to guide to their place so that His commands are obeyed and His prohibitions are avoided - it was clarified that He did not limit that to those nations, but rather He sent down to this nation a Book and was not pleased for it to be like those Books, but rather He made it the most blessed of them and the clearest in guidance. So He said: ﴿And this﴾ meaning: the Qur'an ﴿is a Book﴾ meaning: great ﴿We have sent it down﴾ meaning: with Our greatness to you in your language as a proof against you ﴿blessed﴾ meaning: all that is in it of promise, warning, goodness, and others is established in a way that cannot be removed along with prosperity and goodness.

And when this was its meaning: and was a call to it that is beloved in it - He caused His saying: ﴿So follow it﴾ meaning: so that all your affairs may be established and blessed. And when He commanded to follow it, and since a person might follow it outwardly - He commanded to establish the correct piety for the inner self in a general manner; and for that reason, He omitted the pronoun and said: ﴿And be conscious of﴾ meaning: and along with that, establish piety, which is to create protection from every feared thing. For the severe danger and safety are not comparable, so do not abandon the fear from its place with your efforts, for that is more likely to carry you to complete following and sincerity ﴿so that you may receive mercy﴾ meaning: so that your state may be like the state of one who is hoped for honor with great gifts. And the two verses refer to His saying, the Most High: ﴿Say, who sent down the Book which Moses brought?﴾ [Al-An'am: 91] - up to His saying -: ﴿And they are on their prayers, they maintain﴾ [Al-An'am: 92]
